Enabling the radio to use the DES-XL algorithm (XL=extended range)
as the default for all encrypted voice and data transmissions while operating
on the current Conventional Personality. This is only
true provided that the radio-user does not initiate
a transmission during the Key ID Receive Hangtime.
When disabled, digital DES-OFB (Data Encryption Standard- Output
Feedback) applies for the current Conventional Personality.
